Dear Ms. Ribecco,

Thank you for your letter of 4 March 2013 regarding the cases of Ms. Nasrin Sotoudeh, Mr. Javid Houtan Kian, Mr. Abdolfattah Soltani and Mr. Mohammad Ali Dadkhah.

The European Union is well aware of the cases you mention and of the dire situation for human rights lawyers in Iran. It continues to focus on supporting human rights lawyers. As part of this effort, several statements have been made by the High Representative Catherine Asthon.

Concerning the cases of Ms. Nasrin Sotoudeh and Mr. Abdolfattah Soltani, the High Representative issued a statement on 15 September 2011, in which she called upon the Iranian authorities to release them immediately and to allow them to exercise their rights freely. This followed an earlier statement by the High Representative from January 14, 2011, which expressed her dismay about the arrest of Ms. Nasrin Sotoudeh and calling for her release.

For its part, the European Parliament awarded the 2012 Sakharov Prize of Freedom of Thought to Nasrin Sotoudeh, jointly with film-maker Jafar Panahi. I had the opportunity to meet with representatives of the award winner in Strasbourg and to inform them of the EU’s continued support and efforts on their behalf.

The case of Mr. Abdolfattah Soltani has also been mentioned in two statements by the High Representative in 2012, on March 13 and June 21 respectively, in which the High Representative expressed her concerns about the verdict of Mr. Soltani and called on the Iranian authorities to release him immediately.

On the case of Mr. Mohammad Ali Dadkhah, the High Representative issued a statement on July 26, 2011. In this statement, the High Representative expressed her concerns over the difficult conditions for human rights lawyers in Iran. She also called on Iran to respect its international obligations, which would warrant a review of the case of Mr. Dadkhah.

Moreover, the European Union has raised the above mentioned cases, plus the case of Mr. Javid Houtan Kian with the Iranian authorities and continues to call on the Iranian authorities to drop all charges against these individuals and to release them. It will continue to closely follow all relevant cases and to remind the Iranian authorities to respect its international human rights obligations.

Iran – Eyesight of lawyer Nasrin Sotoudeh is deteriorating in prison


URGENT ACTION

On 28 August 2010, Iranian authorities raided Sotoudeh's office. At the time, Sotoudeh was representing Zahra Bahrami, a Dutch-Iranian dual citizen charged with security offenses; it was unclear whether the raid was related to Bahrami. On 4 September 2010, Iranian authorities arrested Sotoudeh on charges of spreading propaganda and conspiring to harm state security. The Washington Post described the arrest as "highlighting an intensifying crackdown on lawyers who defend influential opposition politicians, activists and journalists."

Amnesty International launched an urgent call for her release, designating her a prisoner of conscience and noting that she was "at risk of torture or other ill-treatment". Sotoudeh, who is imprisoned in Evin Prison, was reportedly held in solitary confinement.
On 9 January 2011, Iranian authorities sentenced Sotoudeh to 11 years in jail for charges that include "activities against national security" and "propaganda against the regime." Additionally, she has been barred from practicing law and from leaving the country for 20 years. In mid-September 2011, an appeals court reduced Nasrin Sotoudeh's prison sentence to six years; her ban from working as a lawyer was reduced to ten years.
On 25 September 2010, she began a hunger strike to protest being denied visits and phone calls from her family. According to her husband, Sotoudeh ended her hunger strike four weeks later, on 23 October.
On 17 October 2012, Sotoudeh began an indefinite hunger strike in protest of new restrictions placed on her family visits. On the 47th day of strike, her husband described her condition as:
Now her health condition is so drastic that I don't expect her steady until our next meeting. Dizziness, impaired vision, unsteadiness in walking and low pressure are alarming signs of deterioration, besides the extreme thinness.
On 4 December 2012 Sotoudeh stopped her hunger strike after 49 days following a short visit of some parliament members at Evin prison where they acknowledged and implemented her requests on lifting her daughter's travel ban.

I would like to take the opportunity to call your attention to the case of lawyer Nasrin Sotoudeh.
Nasrin Sotoudeh is a prominent lawyer in Iran. Sotoudeh was arrested in September 2010 on charges of spreading propaganda and conspiring to harm state security. In January 2011, Iranian authorities sentenced Sotoudeh to 11 years in prison in addition to barring her from practicing law and from leaving the country for 20 years. According to the Human Rights House of Iran, her sentenced has been reduced to 6 years in prison, and a 10 year ban from practicing law. The 20 year ban for her to leave the country has not been mentioned in the appeals court’s decision.
Lawyer Nasrin Sotoudeh’s eyesight is deteriorating in prison, but she has not been granted any leave to visit an ophthalmologist.
I ask his immediate release. I ask immediate medical attention for its worrying state of health.

Syria - Diplomatic pressure for the immediate release for Bilal Ahmed Bilal


Bilal Ahmed Bilal 26 a graduate of Arts and Humanities at the University of Damascus worked as a television journalist and filmmaker in Syria. Bilal has been held for over a year incommunicado. It was reported by a released prisoner that Bilal was taken from the capital’s Mezzeh airport to Sednaya prison and has not been seen since April 2012.

Bilal was an outspoken individual and advocate of the revolution in his hometown Sham Medmah. Bilal became targeted by the government and was ambushed by air force intelligence in Damascus. as he was preparing his paper-work to travel on assignment. Bilal lhas a wife and young child that are waiting for his return. According to the amnesty decree Bilal is eligible for release but has not been released.
